What is controlled load? It is a separately metered supply in your home, usually feeding electric hot water, that the network energises during approved windows rather than around the clock. Because the network chooses when it switches on, it can schedule that energy for the cheapest, quietest times on the grid, and the rate you pay on that circuit is the lowest most NSW households can buy. If your bill shows a line called controlled load, dedicated circuit or off peak hot water, you already have one.

1. How controlled load actually works

A normal circuit is live whenever your home is. A controlled load circuit is different: it is wired separately at the switchboard, recorded on its own meter register, and energised on the network's schedule rather than yours. Your hot water tank does not care when it heats, only that the water is hot when you shower, so handing the timing to the network costs you nothing in comfort and wins you the cheapest rate on the bill.

The control used to be a simple timeclock or ripple signal aimed at the small hours. With smart meters it has become more flexible, which is why the windows have crept into the day.

The two classes trade access for price. Controlled load 1 is the classic overnight product: at least six hours of supply in every 24 on Ausgrid's network, suited to large storage tanks that can heat once a day and coast. Controlled load 2 provides at least sixteen hours including daytime windows, suited to smaller tanks and appliances that need a top up during the day, at a slightly higher rate than CL1 though still well under general usage rates. The old logic was that the grid idles overnight, so cheap energy lived there. The new logic is that NSW now swims in rooftop solar in the middle of the day, so since 2024 networks have increasingly scheduled controlled load switching in daylight windows to soak it up. Option two: move the tank onto a daytime timer and heat it from your own panels.
