1. What counts as a substation, and what counts as the vicinity

In Endeavour Energy's Electrical Safety Rules, the word substation covers more than the big fenced yards you see beside main roads. It includes chamber substations inside buildings, pole mounted transformers and the green padmount boxes on suburban verges. All are electrical stations where live conductors may be exposed once you get past the enclosure.

The Rules also define working in the vicinity of the network: any situation where a person, or something they are holding, could reasonably come inside the minimum safe distance for an ordinary person. That definition is why the rules reach beyond the fence line and into neighbouring yards, driveways and building sites. 2. Entry is for authorised people only

Endeavour Energy's rules are explicit: only people authorised for the area, or people specifically instructed and supervised on site by an authorised person, may enter parts of an electrical station where live exposed conductors are present. Even then, they must be told the limits of where they can go and the hazards inside. Your electrician, your builder and you are all ordinary people in that framework unless the network has said otherwise.

3. Locked gates are a rule, not a habit

Access ways into electrical stations must be locked whenever they are not in use, with precautions taken at all times against unauthorised entry. So an open substation gate, a damaged fence or a padmount box with a hanging door is never normal. Report it to Endeavour Energy on 131 003, keep children and pets away, and call 000 if someone is in immediate danger. Never prop, close or investigate it yourself.

4. The 3 metre rule for ordinary people

Endeavour Energy's safe distance framework gives every person a classification: ordinary, instructed or authorised. An ordinary person, meaning anyone without the training to judge electrical hazards, must keep 3 metres from exposed live apparatus at distribution voltages. Fences, enclosures and locked doors are how the network keeps everyday life outside that zone, which is why interfering with them is treated so seriously.

5. Building, landscaping or craning near a substation

This is where homeowners actually meet the rules. The Electrical Safety Rules put controls on vehicles and mobile plant operating around live equipment inside station yards, including safety observers and trailing earths for plant that gets close, and the same caution flows through to any private work near network assets. If your renovation involves excavation near a padmount, scaffolding beside a chamber substation or a crane lift over network equipment, the safe answer is to plan it with Endeavour Energy's requirements before anyone starts, not after something trips.

Work on your own connection near network equipment, such as underground service mains or a private power pole, needs a Level 2 ASP whose staff hold network authorisation. Anything on the network itself is Level 1 territory.

Why it's work for authorised people

The NSW accreditation scheme and the network's own rules divide electrical work by risk. Ordinary licensed electricians work on your installation. Level 2 ASPs work on the service between the network and your switchboard, under written authorisation from the network. Substations and the network proper belong to Endeavour Energy staff, contractors and Level 1 ASPs. Knowing which category your job falls into is the difference between a smooth project and a stopped one.
