Live Low Voltage Work: What Endeavour Energy Allows and Why It's So Strict

What does Endeavour Energy actually allow when it comes to live low voltage work? Very little, and only under strict conditions: double insulating gloves, every other conductor covered, and in most cases a dedicated safety observer. Some work is banned live outright, and most jobs on the network are done de-energised under a formal isolation instead. Here's what the rules say — and what they mean for the timing, cost and safety of your job in Western Sydney.

1. Every wire is live until proven dead

The foundation of Endeavour Energy's Electrical Safety Rules (October 2024) is that every conductor is treated as live until it's been proven de-energised with approved test equipment. Protection comes from insulation or body separation — and where a worker can't have one, they must have the other. Even the neutral and the streetlight wire are treated as conductors to be covered.

2. The 500mm rule and double gloves

Work within 500mm of any uninsulated live low voltage conductor triggers the full kit: every other bare conductor within reach gets covered with temporary insulating material, and the worker wears an insulating glove plus an approved outer glove on each hand. Gloves are inspected and air-leak tested before use, and rings, watches and jewellery are banned on hands and wrists. Two workers on the same line must stay on the same phase or keep 500mm apart — and never pass tools directly between them.

3. A safety observer who can stop the job

Most live LV work also requires a dedicated safety observer — someone whose only task is to watch and who can stop the work at any moment. The narrow exception is simple operating, testing, or connecting and disconnecting service lines, which is what lets a Level 2 electrician safely connect your overhead service at the point of attachment. Even then, the worker keeps their body below the live conductors and wears the double gloves.

4. What can't be done live at all

Work upstream of the low voltage fuses — between the fuses and the transformer — carries much higher fault current, so on ground-mounted transformers it's prohibited live, full stop. On pole-mounted transformers it's done de-energised wherever practical. And on every job, the final call on whether to work live sits with the crew on site after a risk assessment: the rules deliberately preserve a worker's right to say no.

If your disconnection and reconnection, consumer mains or switchboard job needs part of the network made dead, that isolation happens under a formal Low Voltage Access Authority — paperwork, an authorised switching officer, and sometimes a scheduled outage.
