Live Low Voltage Work: What Endeavour Energy Allows and Why It's So Strict
The phrase "low voltage" is one of the most misleading terms in the electrical world. To an engineer it just means anything up to 1,000 volts — which includes the 230 volts at your power point and the 400 volts running down your street. Plenty of Australians are killed by low voltage. So when Endeavour Energy's Electrical Safety Rules (October 2024) set out when someone can work on live low voltage conductors in Western Sydney, they don't muck around.
The starting rule: everything is live until proven dead
Endeavour's rules open the low voltage section with the basic principle that every conductor is regarded as live until it has been proven de-energised with approved test equipment. Even earthed gear is treated as a hazard, because the danger often isn't obvious. Protection comes from insulation or body separation — and where a worker can't have one, they must have the other.
What live LV work is actually allowed
Live low voltage work is permitted, but only inside a tight set of conditions. Under clause 7.3.2, if work is to be done within 500mm of any uninsulated live low voltage conductor, every other uninsulated conductor within reach has to be covered with temporary insulating material in all directions, and the worker must wear a low voltage insulating glove with an approved outer glove on each hand. The covers go on from below the mains, so nothing but the worker's forearms ever sits above an exposed conductor.
On top of that, clause 7.2.1 requires a dedicated safety observer for live LV work — someone whose only job is to watch, and who has the authority to stop the work at any moment. There's a narrow exception in clause 7.3.5: simple operating, testing, or connecting and disconnecting service lines can be done without an observer, provided the worker keeps their body below every uninsulated conductor (forearms excepted) and wears the double gloves. That exception is precisely what lets a Level 2 electrician connect your new service at the point of attachment without a second person on site.
The small print most people never see
The detail is where you see how seriously this is taken. Gloves have to be inspected and air-leak tested for at least 20 seconds before use, and rings, watches and jewellery are banned on hands and wrists (clause 6.8.5). When two people work on a live LV line together, they must either stick to the same phase or keep at least 500mm apart — and they're not allowed to pass tools directly to each other (clause 7.3.3), because a metal spanner handed between two workers on different phases is a ready-made short circuit.
Even the neutral gets respect: for the purposes of these rules the neutral, streetlight wire and any communications cable on the poles are all treated as conductors and covered accordingly.
What's flat-out prohibited
Some jobs can't be done live at all. Work upstream of the low voltage fuses — between the fuses and the transformer — is considered high risk because the only protection sits on the high voltage side of the transformer, fault currents are much higher, and clearances are tight. On ground-mounted transformers this work is prohibited live, full stop; on pole-mounted transformers it should be done de-energised wherever practical. And in every case, the final decision on whether to work live rests with the crew on site after a documented hazard and risk assessment — the rules explicitly leave room for a worker to say "not today".
Why this matters to you as a homeowner
Two reasons. First, scheduling: if your job needs the network made dead — an isolation under a formal Low Voltage Access Authority (clause 6.21) — there's paperwork, an authorised switching officer and sometimes a planned outage involved, which is why some jobs can't happen "tomorrow". Second, it's a good filter for who you hire. Anyone working on or near Endeavour's network, including Level 2 ASP crews, is bound by these rules — down to the requirement that anyone who receives even a suspected electric shock goes straight to hospital. A contractor who shrugs at that stuff is telling you something.
