Endeavour Energy Electrical Safety Rules Explained for Western Sydney Homeowners

If your property is in Parramatta, Penrith, Liverpool, Campbelltown, the Blue Mountains, or anywhere else across Endeavour Energy's patch, its Electrical Safety Rules (ESR) govern anyone who works on, near, or in the vicinity of the network your home connects to. Like Ausgrid's version, it's a document written for the industry — but understanding the gist of it helps explain why certain jobs take the time and process they do.

What the Rules set out to do

Endeavour Energy's ESR exists to provide minimum safe work practices for anyone working or testing on, near, or in the vicinity of the Endeavour Energy network. It forms part of Endeavour's broader Electricity Network Safety Management System, which itself exists to meet the requirements of the Electricity Supply (Safety and Network Management) Regulation. In practice, that means the Rules cover safe approach distances, authorisation requirements, isolation procedures, and the process for accessing and working near network apparatus — whether that's a pole in your backyard or a substation down the street.

Vicinity, near, and safe working distances

Endeavour's Rules define similar concepts to Ausgrid's: a “vicinity” zone where an ordinary person — someone without electrical training — needs to stay a minimum distance back from live apparatus (three metres up to 132kV, or outside a substation access control point), and tighter safe approach distances that apply to authorised or instructed persons who've done the specific training. This is why a builder or landscaper working near an overhead line on an Endeavour Energy property might need to stop and get clearance before continuing, even if the work looks unrelated to electricity.

Live low voltage work — and why it's tightly controlled

One area Endeavour Energy is particularly strict on is live low voltage work — carrying out work while equipment is still energised, rather than isolating it first. This isn't avoided because it's inconvenient to isolate; it's controlled because working near or on live equipment carries real risk, and the Rules set out exactly who is authorised to do it, under what conditions, and with what training. If your electrician tells you a job needs to be scheduled around a planned isolation rather than done live, this is usually why.

Operating agreements and isolations

Before certain work starts near Endeavour's network, there's a formal process of isolating the relevant equipment, confirming that isolation with documentation, and issuing access permits to the people doing the work. This is why some jobs that look simple from the outside — a service line repair, a meter upgrade near a substation — can take longer than expected: there's a safety process running in the background that has to be completed properly before anyone can start.

What this means if you're in Endeavour Energy territory

None of this changes what a straightforward job at your property looks like day to day. But it explains why an ASP working across Western Sydney needs Endeavour-specific authorisation — separate from whatever they might hold for Ausgrid's network — and why timeframes and processes can differ slightly between the two networks for what looks like the same type of job. If you're getting quotes for connection work, it's worth asking whether the electrician is authorised specifically for Endeavour Energy's network, not just generally Level 2 accredited.
