Ausgrid ESR vs Endeavour Energy ESR: The Key Differences Sydney Electricians Need to Know

Sydney's two big networks each publish their own Electrical Safety Rules. Here's where the Ausgrid and Endeavour Energy versions line up — and where they part ways.

Sydney is split between two electricity networks, and each publishes its own Electrical Safety Rules (ESR): Ausgrid's current version is 2026/1, released in April 2026, while Endeavour Energy's dates from October 2024. Both documents do the same fundamental job — setting the minimum safe work practices for anyone working on, near or in the vicinity of the network — but they're separate rulebooks, maintained separately, and the differences are exactly the kind of thing a Level 2 electrician working across both territories has to keep straight.

Where the two rulebooks agree

The core safety architecture is the same on both sides of the boundary. Both networks use the same three-zone concept — work “on”, “near” and “in the vicinity of” electrical apparatus — and both draw the ordinary-person line in the same place: someone without electrical training must stay 3 metres from live apparatus at the voltages found around Sydney streets, with bigger buffers for major transmission lines. Both treat any fallen wire as live and want people kept at least 8 metres away. Both sit inside a formal safety management system required under NSW electricity supply safety legislation, and both run authorisation frameworks that determine exactly who may enter substations, operate switching, or work near live equipment. None of that changes when you cross from Strathfield into Auburn.

Different tables, different numbers at the margins

The differences show up in the detail. Endeavour Energy's ESR presents its safe approach distances in two clean tables: Table A for authorised and instructed persons (starting at 500 mm and 1,000 mm respectively for low voltage) and Table B for ordinary persons. Ausgrid's document runs to over 200 pages and slices the same territory more finely — separate tables for minimum safe working distances, absolute limits of approach that no worker may ever cross while equipment is live, and a mobile plant table that grades approach distances by whether the machine operator is untrained, trained or authorised, and whether a safety observer is present. An electrician quoting crane work near overhead mains genuinely needs to know which network's table applies to that street.

Rules one network spells out that the other handles differently

Each document also has requirements you won't find expressed the same way in the other. Endeavour's ESR, for example, is explicit that scaffolding must stay at least 4 metres from electrical apparatus unless the line has been isolated and an access authority issued, sets a 1.5-metre exclusion for drones near powerlines, and requires that a struck or exposed underground cable be guarded from 8 metres until it's checked. It also formalises its yellow danger-tag system for isolation points. Ausgrid's ESR, on its side, is built around its network access request and access permit machinery, detailed vegetation control authorisations, and that operator-classification approach to mobile plant. A crew that knows one rulebook by heart still has homework to do before working under the other.

Separate authorisations, separate update cycles

The practical consequence for electricians is that authorisation doesn't transfer. Working on Ausgrid's network requires authorisation under Ausgrid's system; working on Endeavour's requires Endeavour's. A Level 2 ASP covering all of Sydney holds both, keeps both current, and tracks two update cycles — because the documents are revised independently, as the 2026 Ausgrid update shows, and workers are expected to be operating from the current version of whichever rulebook applies.

Why a homeowner should care

You'll never read either document, and you don't need to. But if you own property on both sides of the boundary, or you're comparing quotes for connection work, it explains two things. First, why the process for what looks like the identical job can differ slightly between, say, Marrickville and Merrylands.
