Land that is not likely to be used by vehicles at all can be as low as 2.7 metres. These are not suggested minimums, they are the figures an accredited provider designs to before any crossing is approved.

A conductor is never perfectly still. It sags under its own weight and the heat of the current running through it, and it swings sideways in wind.
