What Are the Electrical Rules for Garden and Landscape Lighting in Sydney?
What are the electrical rules for garden and landscape lighting in Sydney? Garden lighting is still an electrical installation under AS/NZS 3000, even when it runs at 12 or 24 volts through a transformer, and it has to meet the standard's extra low voltage rules covering circuit protection, voltage drop and how the cable is run. There is no minimum burial depth required specifically for the safety of these cables, but they still need protection from mechanical damage, and the transformer side of the job still needs a licensed electrician.
1. Why garden lighting is still an electrical installation
It is easy to assume that because garden lighting usually runs at 12 or 24 volts rather than mains voltage, it sits outside the normal electrical rules. It does not. AS/NZS 3000 has a dedicated section covering extra low voltage electrical installations precisely because low voltage still needs proper rules around protection, earthing and wiring, even though the shock risk is lower than mains voltage. The transformer that steps mains power down to extra low voltage is itself a piece of mains connected electrical equipment and has to be installed and wired by a licensed electrician.
2. SELV and PELV, the two compliant extra low voltage systems
AS/NZS 3000 requires an extra low voltage installation to be arranged as either a SELV or a PELV system to actually count as extra low voltage for the purposes of the standard's protection rules. The source supplying either system has to be a proper safety isolating transformer, or another approved source such as a generator or battery, and the circuit has to be genuinely separated from mains voltage circuits. A garden lighting transformer that is not set up this way, or extra low voltage wiring run alongside mains cable without proper segregation, does not get the benefit of being treated as extra low voltage, it gets treated as a mains voltage installation instead, with all the extra requirements that comes with.
3. Burying the cable, and the depth myth
A common assumption is that garden lighting cable needs to be buried to a specific depth the same way mains cable does. AS/NZS 3000 is actually explicit that there is no depth of burial requirement for the safety of extra low voltage cables underground. That does not mean burial depth is irrelevant, the standard still notes that the risk of mechanical damage, a garden fork, an edger or a future planting job hitting the cable, should be considered, which is why a sensible installer still buries the cable at a reasonable depth and often marks the run, even though there is no fixed minimum figure in the standard itself.
4. Voltage drop over long garden runs
Voltage drop anywhere in an extra low voltage installation cannot exceed 10 percent of nominal voltage with all live conductors carrying their normal operating current. This matters a great deal for garden lighting specifically, because a run out to a fence line, a back garden bed or a driveway entry feature is often much longer than a typical indoor low voltage circuit, and undersized cable on a long run is the most common reason garden lights at the far end of a system look dim compared to the ones near the transformer. Getting the cable size right for the actual run length, not just the load, is what keeps the whole system performing evenly.
5. Circuit protection and plug and socket rules
Every extra low voltage circuit needs overload and short circuit protection at its origin, in every unearthed conductor where the supply is earthed, with a narrow exception for circuits fed from a genuinely short circuit proof transformer or a high resistance battery. Where garden lighting uses plug and socket style connectors, AS/NZS 3000 also requires that extra low voltage plugs cannot physically enter sockets built for other voltage systems, and vice versa, which is part of why purpose built garden lighting componentry matters rather than improvised connections.
6. Mixing mains voltage lighting with extra low voltage garden lighting
Plenty of Sydney gardens end up with a mix, mains voltage floodlights or feature lighting alongside a low voltage garden lighting run for pathway and accent lights. That is entirely workable, but it needs to be planned as one coordinated job rather than two unrelated add ons over time, particularly around switching, circuit protection and keeping the two systems properly segregated where they run near each other. A lighting design and installation job that covers both from the start is almost always tidier and safer than layering low voltage lighting onto an existing mains circuit after the fact.
How High Demand Electrical helps
We are a licensed local team, not a call centre, servicing homes across Sydney's West, South West and Sutherland Shire, and we treat garden and landscape lighting as a proper electrical design job, transformer sizing, cable sizing for voltage drop, and correct circuit protection, rather than a quick accessory install. If your garden lighting has never actually been checked against the standard, or you are planning a bigger landscaping project that includes lighting, it is worth getting it assessed as part of a broader electrical safety inspection, especially if the existing wiring looks like it was added piecemeal over several years. Our electrical safety inspection checklist and our guide on why every Sydney home needs an electrical safety inspection are useful starting points if you have never had one done. For general lighting circuit compliance indoors as well as out, HD Inner West's guide to downlight and ceiling insulation rules covers the equivalent indoor lighting compliance questions.
Get Your Garden Lighting Done Properly
Correct transformer sizing, cable sizing and circuit protection, so your garden lighting is genuinely compliant and performs evenly end to end.
