Standard Electrician vs Level 2 ASP in NSW: What’s the Difference and When Do You Need Each?

Standard Electrician vs Level 2 ASP in NSW: What’s the Difference?

Most people know they need a licenced electrician for electrical work in their home. What many Sydney homeowners don’t realise is that not every licenced electrician can legally carry out every type of electrical work. The distinction becomes critically important when the work involves your power pole, service line, meter, or the connection between your property and the public electricity network.

Hiring the wrong type of contractor can result in work that can’t be legally signed off, a supply that the network operator won’t reconnect, and potentially a voided insurance claim. This article explains the difference between a standard electrician and a Level 2 Accredited Service Provider (ASP) in plain language, and helps you understand when you need each.

Understanding NSW Electrician Classifications

In NSW, the electrical industry uses a tiered classification system specifically for network-related work:

  • Level 1 (Network Constructor): Constructs the electricity network infrastructure according to an electrical design. This is the physical build of the distribution network — poles, lines, and substations.
  • Level 2 (Accredited Service Provider – ASP): Connects premises to the electricity network. Level 2 ASPs are the licenced contractors authorised to carry out work on the service connection between your property and the public network — including private power poles, service lines, and metering.
  • Level 3 (Network Electrical Designer): Designs the electrical network infrastructure. Level 3 professionals produce the technical designs that Level 1 constructors build to.

These classifications are separate from the standard electrical contractor licence, which authorises work within a property (inside the meter). When people talk about hiring an “electrician” for household or commercial work, they generally mean a standard licenced electrical contractor — not a network-level classification.

What Is a Standard (Licensed) Electrician?

A standard licenced electrician — also called a licenced electrical contractor — is authorised to carry out electrical installation, repair, and maintenance work within the boundary of a property. This covers the vast majority of residential and commercial electrical work, including:

  • Wiring, rewiring, and circuit installation
  • Switchboard upgrades and safety switch installation
  • Power points, light fittings, and ceiling fans
  • Air conditioning and appliance wiring
  • Smoke alarm installation
  • Solar inverter connections (to the internal consumer mains)
  • Data cabling and home networking

A standard electrician’s work boundary ends at the “point of supply” — typically the meter box or the connection to the service line coming from the street. Anything beyond that point, between the property and the public electricity network, falls outside their authorisation.

What Is a Level 2 Accredited Service Provider (ASP)?

A Level 2 ASP holds an additional accreditation granted by the electricity network operator — Ausgrid, Endeavour Energy, or Essential Energy in NSW — that authorises them to work on the service connection between a property and the public network. This is the infrastructure that sits beyond the standard electrician’s boundary, including:

  • Private power poles and the service line conductors attached to them
  • Overhead service lines running from the street pole to a property
  • Metering equipment and meter box connections, including smart meter and off-peak meter upgrades
  • Network connection and disconnection at the distributor’s connection point
  • Underground service connections and consumer mains installation
  • Defect notice rectification on private electrical infrastructure
  • Overhead service mains installation and upgrades
  • Temporary builder supply installation
  • Disconnect and reconnect services

High Demand Electrical holds Level 2 ASP accreditation for both the Ausgrid and Endeavour Energy network areas, covering the majority of greater metropolitan Sydney and surrounding regions.

Why the Distinction Matters: A Real-World Example

Imagine a storm brings a large branch down on your private power pole, cracking it and pulling the service line partially free from its attachment. You call a standard electrician — someone who has done good work on your home’s wiring in the past — and ask them to fix it.

The problem is that they legally cannot do this work. Even if they were technically capable of replacing the pole and reattaching the service line, they don’t hold the Level 2 ASP accreditation that Ausgrid or Endeavour Energy requires before they will reconnect your supply. Without reconnection, you have no power. Without a Certificate of Compliance from a Level 2 ASP, you can’t prove the work was done correctly, and your insurer may refuse to pay your claim.

This scenario plays out regularly in Sydney. The solution is simple: always check whether the work involves a private power pole, service line, or metering equipment. If it does, you need a Level 2 ASP from the start.

When You Need a Standard Electrician

  • Rewiring your home or adding new circuits
  • Upgrading your switchboard or installing safety switches
  • Installing or replacing power points, lights, and ceiling fans
  • Air conditioning wiring
  • Solar panel inverter wiring (internal connection)
  • Smoke alarm installation
  • Data cabling and home networking
  • EV charger installation (internal wiring to switchboard)

When You Need a Level 2 ASP

  • Private power pole repair, replacement, or installation
  • Overhead or underground service line repair or upgrade
  • Smart meter or off-peak meter installation and upgrades
  • New or upgraded connection to the electricity network
  • Consumer mains installation
  • Defect notice rectification issued by Ausgrid or Endeavour Energy
  • Temporary builder supply installation
  • Disconnect and reconnect services for demolition, development, or sale
  • Tiger Tail installation on service lines

Can a Level 2 ASP Also Do Standard Electrical Work?

Yes. A Level 2 ASP who also holds a standard electrical contractor licence can legally perform both types of work. High Demand Electrical is licenced to do both — which means we can manage the complete scope of work on a project that involves standard electrical work and network connection work, without you needing to coordinate two separate contractors.

This is particularly valuable in situations like storm damage repairs, where a fallen pole might have also damaged the wiring at the house attachment point, or in development projects that require both internal electrical fit-out and a new service connection.
