What's actually the difference between a standard electrician and a Level 2 ASP in NSW, and does it matter for your job? A standard licensed electrician is authorised for all electrical work inside your property, up to the point of supply at your meter box. A Level 2 Accredited Service Provider holds additional accreditation from the network operator to work on everything beyond that point: your service line, private power pole, metering and the connection itself. 1. Where the classifications actually come from

NSW uses a three level accreditation system specifically for network related work. Level 1 accreditation covers the contestable construction of the distribution network itself, poles, lines and substations. Level 2 accreditation covers the installation and connection of contestable customer connection work, everything between the point of common coupling and your main switchboard, including service mains, metering equipment and disconnection or reconnection of supply. Level 3 accreditation covers the design of that network infrastructure. These sit entirely separate from the standard electrical contractor licence that covers work inside your property.

2. What a standard electrician handles

A standard licensed electrician covers the vast majority of household and commercial work: wiring and rewiring, switchboard upgrades and safety switch installation, power points, lighting and ceiling fans, air conditioning and appliance wiring, smoke alarms, data cabling, and the internal wiring for solar inverters and EV chargers. Their authorisation runs up to the point of supply, typically your meter box or the service line connection, and stops there.

3. What only a Level 2 ASP is authorised to do

Beyond the point of supply sits infrastructure a standard electrician isn't authorised to touch: private power poles and the service line conductors attached to them, overhead and underground service connections, metering equipment including smart and off-peak meters, defect notice rectification on that infrastructure, temporary builder's supply, and disconnect or reconnect work at the network connection point. Individuals doing this work must also be authorised in writing by the network operator, and once the work is done, testing for polarity, phase rotation, insulation resistance and earthing integrity is mandatory before anything is reconnected.

4. Why the distinction matters in practice

Picture a storm bringing a branch down on your private power pole, cracking it and pulling the service line loose. A standard electrician, however capable, can't legally reconnect that supply, because they don't hold the Level 2 accreditation the network requires before it will restore power. Without a proper Certificate of Compliance from an authorised Level 2 ASP, you also can't prove the work was done correctly, which is exactly the kind of gap an insurer will use to knock back a claim. Checking whether a job touches your pole, service line or meter, before you book anyone, avoids that entirely.

How do I know if my job needs a Level 2 ASP?
