What can't a standard electrician legally do without a Level 2 ASP partner? A regular electrical licence covers everything on your side of the switchboard, but the point of attachment, consumer mains, service line and metering connection all sit inside a separate network accreditation. Where the standard licence ends

Every licensed electrician can safely wire a switchboard, run new circuits and install equipment throughout a property. What a standard licence does not cover is the network side connection itself, meaning the point of attachment, the consumer mains running back to it, and any direct work on the service line or meter. That boundary is set out in the Service and Installation Rules of NSW and enforced by Ausgrid and Endeavour Energy, not something an individual contractor can choose to extend.

Jobs that commonly hit the boundary

A few scenarios come up again and again for electricians working across Sydney. A switchboard upgrade on an older property sometimes reveals that the existing consumer mains can't safely carry the new board's capacity, which means the mains need upgrading as well, a Level 2 job. An EV charger install can push a property's total load close to its supply limit, again requiring supply side work. A single phase to three phase upgrade always requires Level 2 involvement, since it touches the consumer mains and metering by definition.

Partnering instead of holding dual accreditation

Level 2 ASP accreditation is a genuinely separate qualification, issued directly by the network distributor rather than the electrical licensing body, and it comes with its own insurance and ongoing compliance obligations. Many electricians who do excellent work on the property side of the switchboard make a deliberate business decision not to pursue it themselves, and instead build a relationship with a Level 2 ASP they can call whenever a job reaches that boundary. It keeps the electrician's own scope focused and means the customer still gets the network side work done properly, just under a different contractor's accreditation.

Why it's Level 2 ASP work

Only an accredited Level 2 ASP can legally:

• Disconnect and reconnect a property's network supply
• Install, repair or upgrade consumer mains between the point of attachment and switchboard
• Lodge a connection or metering application directly with Ausgrid or Endeavour Energy
• Carry out work on or near the point of attachment itself

An electrician who refers this work out rather than attempting it themselves is following the same rule every licensed contractor in NSW is bound by.
