Dispute Resolution Under SIRNSW: What to Do If Your Distributor Refuses a Connection
What can you do if Ausgrid or Endeavour Energy refuses to connect your property? You have a formal path. The Service and Installation Rules of NSW (SIRNSW) set out how refusals and disagreements are handled, starting with the distributor's own dispute process and escalating to the Energy and Water Ombudsman NSW (EWON) if it cannot be resolved. Most refusals have a specific, fixable technical cause, so the fastest route is usually finding out exactly what it is and rectifying it.

1. Why connections get refused in the first place
Distributors do not refuse connections to be difficult. The usual triggers are non compliant service work, a safety defect found at inspection, an application that was never lodged in writing, or missing paperwork such as test results. The rules are blunt about the consequences: non compliance can mean supply is refused or the customer pays for a re inspection once the work is fixed.

2. Get the reason in writing
Before disputing anything, pin down the exact rule or defect behind the refusal. Ask the distributor to identify what the installation does not meet. 3. Use the distributor's own dispute process first
Every connection sits under a customer connection contract, and that contract includes the distributor's dispute resolution procedure. This is the required first stop: raise the disagreement formally, in writing, and keep copies of everything. Many disputes end here, because putting the issue in front of the right team with clear evidence often resolves what a phone call could not.
4. Escalate to the Ombudsman if it stalls
Under clause 1.5 of the SIRNSW, if you and the distributor cannot resolve a dispute about matters covered by the rules, you can take it to the Energy and Water Ombudsman NSW. EWON is independent, free for customers, and can look at connection refusals, delays and disputed technical requirements. You do not need a lawyer to use it.
5. A special path for non standard installations
Some refusals are really a mismatch between an unusual site and a standard rule. For these, the SIRNSW allows a customer to propose an alternative method, provided it delivers the same or better safety, reliability and efficiency. The application goes to the distributor in writing, receipt must be acknowledged within two weeks, and a formal written decision with reasons follows within ten business days unless otherwise advised.
