What Happens at a Level 2 Site Inspection Before Your Connection Is Approved

Before a new or upgraded connection is approved, a Level 2 ASP inspects your point of attachment, consumer mains, switchboard and metering, tests the work, seals the main switch and lodges paperwork with your distributor. Here is the full process in plain English.

What actually happens at a Level 2 site inspection before your power connection is approved? Before your property is connected, reconnected or upgraded, an accredited Level 2 electrician inspects the point of attachment, the service cables, the consumer mains, the switchboard and the metering, then tests everything and seals the main switch until the results and paperwork are in order. Only then is the installation energised and your connection accepted by the network.

Why an inspection happens at all

Your connection is the point where your private wiring meets the shared network run by Ausgrid or Endeavour Energy. The Service and Installation Rules of NSW set minimum standards for that interface, and the site inspection is how your electrician proves the work meets them before the network accepts it. 1. The visual once-over

The inspection starts with the parts you can see. For an overhead supply, the point of attachment on your roofline needs to sit between 3 and 6.7 metres above the ground and face the street side power lines. The service route must be clear of obstructions, and your meter box and switchboard must be accessible, with nothing stored in front of them, so distributor staff can reach them when needed.

2. Consumer mains and switchboard checks

Next come the consumer mains, the cables that carry power from the connection point to your main switchboard. They need to be correctly sized for your load and properly protected along their route. At the board itself, the inspection covers the main switch, circuit protection, earthing arrangement and labelling. Older boards often need a switchboard upgrade before a new connection can be approved.

3. The electrical tests

Before any connection to the network, the Level 2 ASP must test the work they have carried out. That includes polarity, phase rotation where three-phase is involved, insulation resistance and earthing integrity, using both visual and instrument checks. These tests confirm the installation will be safe the moment it is energised, not just that it looks tidy.

4. Sealing the main switch

Once the connection work is complete, the main switch is sealed in the off position with a tag. Only the contractor who tested the installation may remove that tag, and the installation cannot be energised past the main switch until the required testing paperwork is done. It is a simple mechanism that stops an untested installation from ever going live.

5. The paperwork your distributor expects

Two documents matter most. A Notification of Service Work must be lodged with your distributor within two working days whenever a service is connected, disconnected or altered. And any new electrical work must be tested for compliance with the wiring rules and reported within seven days of commissioning. 6. What an inspection can and cannot prove

The Rules are upfront that an inspection is limited to what can be observed and checked on the day. It does not guarantee that every hidden detail complies. What happens if something fails

A minor issue results in a written defect notice with a deadline to fix it, and our defect notice rectification team clears these every week. A genuinely dangerous fault is treated differently: supply can be disconnected on the spot until it is made safe. Either way, the fix is usually straightforward once the problem is identified.
