Do You Need Council Approval to Install an EV Charger?
Good news if you're planning a home charger: in most cases, you don't need council approval to install an EV charger in NSW. A private home charger is treated as exempt development, so there's no DA to lodge. The main requirement is that a licensed electrician does the work and certifies it. The exceptions are worth knowing — strata common property, heritage properties and public or commercial installs — so here's a quick rundown of when approval matters and when it doesn't.

The short answer: most home installs are exempt
Installing a wall charger at your own house, for your own private use, is exempt development under NSW planning law — the same low-impact category that covers a lot of routine home electrical work. That means no development application and no waiting on council, provided the charger is installed to the manufacturer's specifications and the relevant Australian Standards. In practice, for the vast majority of Sydney homes with off-street parking, there's simply no council approval step at all.
It's much like home generator approvals — most standard residential installs are exempt, with approval only needed in specific situations.
When you do need approval or permission

A few situations change the picture:
- Strata and apartments. If you're in a strata scheme and the install touches common property (for example, running a cable from the building switchboard to your car space), you need your owners corporation's approval — not a council DA. - Heritage properties. If your home is heritage-listed or in a heritage conservation area, exempt development generally doesn't apply to visible external changes — you may need council approval for the charger's placement.
- On public land or the street. No off-street parking and want a charger on the verge or kerbside? That's not exempt — it needs development consent and a Roads Act approval from the roads authority (usually council).
- Commercial or public-access chargers. Chargers for a business, workplace or public use follow different planning pathways and often need consent. See our commercial electrical compliance service.
What's always required
'No council approval' doesn't mean 'no rules'. Two things apply to every install:
- A licensed electrician and a compliance certificate. EV charger installation is electrical work that must be carried out by a licensed contractor — a Level 2 ASP where the connection or supply is involved — who issues a certificate of compliance for the work.
- Possible network approval. If your electrician finds the supply needs upgrading (common with higher-power or three-phase chargers), a connection application may go to your network provider — Ausgrid, Endeavour or Essential — to assess the extra load. This is separate from council and something we handle for you.
