An underground service does the same job below ground. The distributor's cable runs from the street to your connection point in conduit, and from there your consumer mains carry power to the switchboard. In suburbs with overhead street mains you can still go underground with a UGOH arrangement, where the cable drops down the distributor's pole and travels the rest of the way buried.

2. Cost: why overhead usually wins upfront

An overhead service is the budget option because the work happens in the air. There is no excavation, no conduit, no backfill and no concrete cutting, so the job is usually done in a single visit. If your existing point of attachment and overhead service mains are in good condition, upgrades are simpler again.

Underground costs more because most of the money goes into the ground. Trenching, heavy duty conduit with around 500mm of cover, orange warning tape and reinstatement of driveways or paths all add labour before a single connection is made. Sydney's summer storms are the great argument for underground supply. An underground service simply is not exposed to any of that. Faults are rarer, though when they do happen finding and fixing them costs more because the cable has to be located and excavated. 5. The rules that shape your choice

The Service and Installation Rules of NSW treat both methods as standard, but they nudge new work underground. Distributors will not put up a new street pole for a connection unless there is no practical alternative, and only a limited number of underground to overhead cables are allowed on any one distributor pole before a footpath pillar is needed.
